Official Call – 20th House District Convention

OFFICIAL CALL

 Legislative District Convention
of the 20th House District of the Republican Party of Virginia

 As Chairman of the 20th House District Committee of the Republican Party of Virginia, and pursuant to the Plan of Organization, and as recommended and directed by the Committee, I, Anne Taetzsch Fitzgerald, do hereby issue this call for a Legislative District Convention to be held starting at 10am local time, on Saturday, April 29, 2017, at Wilson Memorial High School, 189 Hornet Rd, Fishersville, VA 22939 for the purposes of nominating a Republican candidate for the office of Delegate to be voted for in the general election on November 7, 2017, and for the transaction of such other business as may properly come before the convention.

Qualifications for Participation

All legal and qualified voters under the laws of the Commonwealth of Virginia, regardless of race, religion, national origin, or sex, who are in accord with the principles of the Republican Party, and who, if requested, express in open meeting either orally or in writing as may be required their intent to support all of its nominees for public office in the ensuing election may participate as members of the Republican Party of Virginia in its mass meetings, party canvasses, conventions, or primaries encompassing their respective election districts.

Composition of Convention

The Convention shall be composed of delegates and alternate delegates of the respective units they represent. Representation shall be based on a percentage of the total number of Republican votes cast in each county and city in the last gubernatorial and presidential election combined. Each unit is allowed one (1) Delegate Vote for 250 Republican votes cast or major portion thereof. Each unit shall be entitled to at least one (1) Delegate Vote. The delegates and alternates shall be elected in county and city mass meetings, party canvasses or conventions that shall be called for this purpose in conformity with the Plan of Organization of the Republican Party of Virginia by each unit committee.

The election of Delegates and Alternates to the District Convention shall take place between March 15, 2017 and April 18, 2017 (inclusive), unless pre-filing is required. In that case, pre-filing shall not begin earlier than March 15, 2017.

 Candidate Pre-Filing Requirements

Each person desiring to pre-file must file a statement announcing their candidacy prior to the deadline for pre-filing. No particular form is required. Along with the pre-filing statement, a filing fee of $700 is required payable by check or money order. This will be refunded if there is only one candidate who pre-files.

All pre-filing statements and filing fees must be complete and shall be submitted in person or by US Mail to the Chair of the Committee, Anne Fitzgerald, 261 Thornrose Ave, Staunton, VA 24401, or in person by the pre-filing individual at a duly called Unit Committee meeting to the Unit Chairman. In no case shall a pre-filed statement be accepted by any Unit Committee Chairman by hand delivery from a third party. Postmarks do not govern.

The deadline for pre-filing is March 14 at 12pm.

If only one candidate pre-files, that individual will be deemed the nominee of the 20th House District Committee of the Republican Party of Virginia.

Delegates Registration Contributions

A voluntary contribution of $10.00 is requested of each Delegate and Alternate Delegate to the Convention. The voluntary contributions are to pay for the expenses of the Legislative District Committee Convention. Unit Chairmen are requested to collect and transmit the fees to the Legislative District Chairman, Anne Fitzgerald with the forms certifying their Delegates.

It is recommended that checks or money orders be made payable to “Legislative District Committee for HD 20.”

Certification of Delegates

The Delegates and Alternate Delegates to the Convention so elected shall be certified in writing with their respective names, addresses including zip codes, email addresses and telephone numbers over the signatures of the permanent Chairman and permanent Secretary of the Unit mass meeting or convention, or of the Unit Chairman of the Unit Committee which may have conducted a party canvass to select the Delegates and Alternate Delegates.

The list of Delegates and Alternate Delegates must be sent to the Legislative District Committee in both paper and electronic format, using a standard spreadsheet program.

All certifications and applicable voluntary contributions, regardless of the date of the Unit Mass Meeting, Party Canvass or Convention must be postmarked no later than the seventh day after the adjournment of the Unit Mass Meeting, Party Canvass or Convention, or delivered no later than 6:00 pm on the tenth day after the adjournment of the Mass Meeting, Party Canvass or Convention.

All certifications must be received by April 25, 2017. After the filing deadline of the certifications, no change may be made except a certified Alternate Delegate may be made a Delegate.

A copy of the published call of the convention, mass meeting or party canvass called for the purpose of selecting delegates and alternate delegates to said convention, must accompany the certification with the date of publication included.

Third Copy – For the unit’s records

A delegate or alternate delegate is not certified until his name, address and phone number has been provided on the certification.

If there is only one candidate who pre-files, that individual will be deemed the nominee of the 20th House District of the Republican Party of Virginia.  As such, the convention will be canceled and units will not need to hold their mass meetings.

Publication

A full copy of this Call for Convention shall be posted, and available on the Republican Party of Virginia website (www.virginia.gop) and on the Sixth District Republican Committee website (http://www.sixthdistrictgop.org).  It is requested that the units of Augusta County, Highland County, Nelson County, City of Staunton, and City of Waynesboro publish this call on their individual websites where applicable.
